Philippine Areas Returning to Normal in Wake of Typhoon Hagupit
Typhoon Hagupit has been downgraded to a tropical storm, but it is still slowly tracking northwest across the Philippines Monday, dumping heavy rains. The Red Cross says 21 people have been killed so far, a much lower toll than last year’s deadly Typhoon Haiyan, which hit the same region.
